The President of the European Council, Donald Tusk, has reported to the European Parliament today that “there will be no negotiations of any kind until the UK formally notifies its intention to withdraw from the EU. It is now up to the British Government to submit such a notification to the European Council”. A link to his report is here, including his other comments relating to Brexit. In supplementary comments (here) he also stated that withdrawal is for the UK to initiate; “the Treaties have left the decision on the initiation of the divorce proceedings to the member state that wishes to leave the EU. In other words we cannot effectively force this decision on the UK.”
